Mortgage News in a Nutshell

There are no economic reports due out today so the bond market is taking direction from the stock market. The price of oil is at it's lowest level since May 1st  (good for rates).

More important I have spent several hours over this past weekend gathering information on exactly how HERA (Housing and Economic Recover Act) will affect our clients ability to finance their home purchase using FHA loans. It is important to note that until FHA releases it's official statement via their "Mortgagee Letter" this information is subject to change. However, since the changes are significant the more you know the better prepared you can be. For lack of a better term, I'm going to call the changes "Good" and "Bad"!

Good: effective April 9, 2008 through April 2009 "first time homebuyers" can get a $7,500 TAX CREDIT. Obviously there are several criteria to be met, but this will, in effect, give home buyers a 15-year interest free loan!

Good: a new option is available to help home owners that are "upside down" on their home loans. Again, there are several criteria to be met, but this may be an option to foreclosure for a percentage of home owners.

Bad: Effective October 1st, Seller Funding Down Payment Assistance programs are being eliminated. If you're working with a Buyer (or you have a listing) relying on AmeriDream or Nehimiah, your best bet is to have them lock their loan NOW and have it funded no later than 9/30/08. Be aware that some investors have eliminated the loan effective immediately so check with your Lender before going any further.

Bad: Effective on all FHA Case numbers assigned on/after October 1, 2008 the Up-Front MIP will increase from the current 1.5% to approximately 3.0% AND cash requirements may increase from 3.0% to 3.5%. If you're working with a Buyer using FHA financing, contracting on a property and having a case number assigned on/before 9/30/08 will save them 1.50% on their mortgage insurance. Talk about a great discount!
